add Pixel-P makefile

This is broken because TARGET_ARCH is not available in this makefile, so this will simply always install arm gapps. Installing arm gapps is perhaps okay, I don't know, but if it is, let's assume so.

Also, judging from PE's vendor_gapps, there is no real need to set this variable. Fixing it in PE would make much more sense.

What is the process of building PE? I tried with the included make file and it just bails.

I know @EnesSastim has stopped doing the builds and I would like to continue them. If you can help. thanks!
