Layout parser failing to parse loop 2300 when PAT segment missing

The PAT segment is missing in loop 2300 even though the specification states that is required. Though this is the case, the Subscriber can represent the patient and therefore rendering the PAT segment on loop 2300 redundant. In such a case, the patient demographic information in loop 2300 is optional. Currently, the layout parser puts strict constraints on the PAT segment within loop 2300 being required therefore it fails when the loop 2000C has the PAT segment and it is missing from loop 2300.
