Proposal: Move the metacello 'load basline' options into the main menu

For a first-time user who don't know much about Pharo and just want to load a package, it not obvious to look under 'metacello' and perhaps not even what a baseline is. Making the choice stand out when not loaded might increase adoption and decrease developer bouncing
