Create FileChooser presenter

We need a presenter to choose a file or a folder.

A year ago, I have updated this: https://github.com/pharo-spec/NewTools/tree/Pharo12/src/NewTools-FileBrowser into Spec2, you may check it out if that is what you meant.

Thanks Jan for the reminder. I do not know if it is loaded by default.
