@tjgq I am pretty sure this is related to https://github.com/bazelbuild/bazel/pull/22100

We have tried disabling this, and have not noticed any timeouts.

I am still monitoring, and will close this issue given a few more days of data showing this pattern.

I was able to resolve the issue with --experimental_worker_for_repo_fetching=off
