Spotter and other dev tools should not be opened in Pharo Launcher

Hi! There is possible to use "shift+enter" keyboard shortcut and open Spotter. You can then open any class in System browser and define new or change existing code (saving is possible). I think development tools should be disabled generally in Pharo Launcher. Pharo Launcher version: 1.8 image
