As brought up in IAMconsortium/common-definitions#132 it might be nice to include a check that all tags used in a particular variable **have to** occur in the variable name.

Tag substitution does not work across imported definitions

As an example, common-definitions defines the tag `Level-1 Species`. This currently cannot be used in a local workflow repository that imports common-definitions. Not sure if this would be needed often...

Without having checked extensively, I think we have to adapt the validation suite to use the NomenclatureConfig.
