Change default behaviour to leave fastq files compressed

Describe your idea for a new feature

It may make sense to change the default behaviour of IRIDA to leave fastq files compressed on upload (e.g., default file.processing.decompress=false). This depends a bit on what the majority of people who install and manage IRIDA want, but leaving fastqs compressed works just as well as well as decompressing them for FastQC and pipelines.

Describe how you would access this feature?

This would change the default behaviour in IRIDA (which could be overridden in the /etc/irida/irida.conf file).
