Galaxy defaults to incorrect version of prokka if correct version is not installed

I noticed this when testing out upgrading prokka. If a workflow is to use a version of Prokka, say 1.4.0 and the only one available in Galaxy is 1.11.0, then instead of generating an error Galaxy will just happily run with 1.11.0 and never fail or even report a warning. If both versions 1.4.0 and 1.11.0 are installed then Galaxy will use the correct version.

I'm not sure if this is an issue specific to Prokka, or if it applies to all Galaxy tools. It can introduce issues, though, if someone upgrades the IRIDA WAR file, but doesn't upgrade tools in Galaxy. Galaxy will continue to try and run old versions of Prokka, which can be misleading.
