Add ability to launch pipelines in IRIDA via the API

It would be nice if there was a REST API endpoint that could be used for launching an IRIDA pipeline.

Describe how you would access this feature?

You would send a POST request to launch a pipeline, including the sample identifiers and parameters for the pipeline.
