Create Samples from SequencingRun

Describe your idea for a new feature

As a ROLE_ADMIN or ROLE_TECHNICIAN I want to be able to generate Samples within a Project from SequencingObjects in a SequencingRun or add SequencingObjects to existing Samples in a Project.

Describe how you would access this feature?

I want to be able to access this from the sequencingRun page. SequencingRuns page should also be a top level menu item for ROLE_ADMIN or ROLE_TECHNICIAN.
