Please set <display-name> in WEB-INF/web.xml

Describe the bug

$description </display-name in WEB-INF/web.xml is missing. It is not a bug, per-say, but it has bothered me for a while now.

i set $description to "The Integrated Rapid Infectious Disease Analysis (IRIDA) project is a Canadian-led initiative to build an open source, end-to-end platform for public health genomics."

Steps to reproduce the problem

What were you doing when you encountered the problem?

  1. systemctl start tomcat
  2. firefox http://localhost:8080/manager
  3. missing Display Name

Expected behaviour

What did you expect to happen?

To see the application display name in the tomcat manager

Additional context

Irida versions: 9.0.43 and 10.0.14
