Investigate why NCBI upload job stops running

Describe the bug

After some time, NCBI upload jobs seem to stall and stop attempting to upload.

Steps to reproduce the problem

What were you doing when you encountered the problem?

  1. Submit multiple NCBI upload jobs
  2. Wait...
  3. NCBI upload jobs sit in NEW status and don't attempt upload

Expected behaviour

NCBI upload jobs continue to upload

Additional context

NCBI upload thread may have died and hasn't restarted. It would be worth investigating what happens if an uncaught exception is thrown in one upload, do the other uploads attempt to run?
