Unable to install packages on Android 11

Description of issue

When opening the options menu from the notification bar, I click on "Install package". However, when it is click on, it kicks me back into the emulator and freezes up the emulator.

Expected behaviour

Open file manager to select a package to install.

Steps to reproduce issue

Install APK. Set up emulator. Once set up, tap the notification in the Notification Bar. Try to select "Install Package".
