Specify regex for background worker dbname

Would it be possible to put a regex (or create a second config key) for pg_partman_bgw.dbname. So that the background worker will run on all databases matching that regex?

I'll try to investigate this when I have a chance. Or if anyone else wants to work on committing the feature, I'm open to that as well.

I am not proficient enough in c to be able to help. But having this feature would save a lot of headaches on servers with lots of databases!

Not sure I'll have the time to get to this myself until my next major code review for 5.0 later this year/early next year. If anyone else can contribute code for this in the mean time, I'd appreciate it.
