pgAdmin 4 (Windows): User Install Requiring UAC

Describe the bug

"Install for me only" installation mode requests UAC authorisation at the end of install to install VCRedist defeating the purpose of "Install for me only" installation mode.

To Reproduce

Steps to reproduce the behavior: 0. Ensure you do not have Local Admin

  1. Grab v9+ installer
  2. Install it and select "Install for me only"
  3. At the end of install UAC will appear and prompt for admin approval to install VCRedist

Expected behavior

The installation completes with admin approval, allowing easy usage of pgAdmin within controlled desktop environments

  • OS: Windows 10
  • Mode: Desktop
  • Package type: EXE
