Describe the solution you'd like

We are using pgAdmin for our database management but not having a cli interface creates a need for extra dependencies. Maybe I am missing it but it would be really helpful to have a cli tool for at least schema diff and migration script generation. I saw someone made some progress on their own but discussion seems inactive. Any plans for this?

Describe alternatives you've considered

Some other tools like liquibase, sqitch etc. but they come with lots of things we do not want.

Additional context

Would be really helpful to integrate this to our CI/CD
