UI BUG: The window scroll bar blinks (RM #7295)

PgAdmin Version: 4 v6.7+ Operating system: Windows 10 Desktop resolution: 1920*1080 Pgadmin4 Window size: maximize

BUG: When the width of pgAdmin 4's Browser happens to be the same as the horizontal scroll bar, drag the vertical scroll bar to the bottom and the horizontal and vertical scroll bars will flash simultaneously.
