Visibility of revoked privileges of public access. (RM #3126)

In pgAdmin 3 it was possible to view in the "SQL Panel" the whole list of privileges, including the revoke permission on public role.
ex: REVOKE ALL ON DATABASE xxx FROM public;
A similar feature was implemented in Bug #2507 but only for functions.
It would be nice to have the whole list of privileges for all objects.
