[REDISTRIBUTE|MOVE] KEY RANGE on router

Based on #789, the REDISTRIBUTE and MOVE KEY RANGE commands will not work and should not be used in installations without a coordinator.

We have to prohibit REDISTRIBUTING KEY RANGES and MOVING KEY RANCES on routers.
