Migrate storage to new proposed setup

Being as this requires the rewriting of Webmention and Semantic Linkbacks code, might be best to do this in steps.

First step will be to migrate the metadata and add the protocol property to all comments with type webmention and add backcompat functionality for all requests for the old properties using filters.

This requires a migration scheme to do this in batches.
