not working on windows 10 php and php-cs-fixer.phar on path

I have PHP 7 and php-cs-fixer installed on my windows path.

php-cs-fixer --version PHP CS Fixer 2.14.0 Sunrise by Fabien Potencier and Dariusz Ruminski (b788ea0)

In atom settings path to php-cs-fixer: C:/PHP/phpFixer/php-cs-fixer.phar

settings path to php i've tried: php php.exe C:\PHP\php C:\PHP\php.exe C:/PHP/php C:/PHP/php.exe

response in console: Fixed all files in 0.003 seconds, 10.000 MB memory used php.exe exited with code: 0

and no changes are being made.

Any help here would be greatly appreciated.
