Add ha-bridge and HA Utilities/Tools section

Not entirely sure where ha-bridge fits, but it's been great for emulating hue endpoints and using it with everything else that supports Phillips Hue.

Thanks for the submission! The initial focus of the list is to show off "end user" ready products. I'd definitely like to extend it to more categories, and ha-bridge seems to be worthy entry, just need to think how to best do that. So, I hope you don't mind if this spends some time in the queue.

Nope, no worries at all, not my project. I've just found it incredibly useful for integrating with whatever else can integrate with a hue bridge
