Update Python from 3.6.8 to 3.8.7

This also updates Tensorflow from 1.6.0 to 2.4.1, which is what I needed.

I tried to build the image with this modification in vscode and got an exception.

Which exception did you get? I built this on a Ubuntu machine with docker and it worked fine.
