Add rate limiting

Rate Limiting as is is tied to the identity class. As Humhub's identity class is User, and we cannot have more than one, this would need to be custom. Moving to an enhancement for version 2.

Would be nice if someone can help You a bit with the API cause it is a lot of work for only one person. You have my full respect. :+1:
