Deluge from installer don't start on Windows 10 Rus

OS: Windows 10 Version: 19042.746 Language: Ru

Run deluge.exe don't show anything. Run deluge-consule.exe show internal python message:

C:\Program Files\Deluge>deluge-console.exe
Fatal Python error: init_stdio_encoding: failed to get the Python codec name of the stdio encoding
Python runtime state: core initialized
LookupError: unknown encoding: cp1251

Encoding driver is absent :( Deluge was launched success after codec has been copied manually.

I encountered this bug on Windows 11 Chinese version, and fixed it using the above method.
