Perhaps of interest, since the paper states "We do not know of other tools which have the same functionality"

The LocalCopy extension of a now outdated version of JabRef (2.9.2) provides similar functionality as this project. http://www.lhnr.de/ext/localcopy/index.php https://github.com/lehner/LocalCopy/

It is able to, given a DOI or URL, fetch the website, and guess (with the users assistance), which is the download link. Then, one can define policies (always first/last link, the one containing "PDF", or similar).
