ffpc v 1.10.1 Windows server precaching fails, alerts on Windows wrong color

Precaching fails on Windows server. The ffpc code will need to have Windows-specific code; the Unix approaches will not work. Also, the admin alerts on a Windows server seem to show blue and green (info and notice) as a single combined color.
