discover beacon when app is killed

maybe this is a really newby question. i've heard that from ios 7.1 on a device can discover beacons even if the app is killed or closed through location events. is it possible to do such a thing both in android and ios with this plugin?

I just verified this to be working on iOS 8.3, with the current latest version of the plugin and the proximity quick start project

Android will follow shortly.
