cordova-plugin-ibeacon discover beacon when app is killed

hi Peter,

first say: great job

maybe this is a really newby question. i've heard that from ios 7.1 on a device can discover beacons even if the app is killed or closed through location events. is it possible to do such a thing both in android and ios with this plugin?
