Update altbeacon lib

Are we able to release a new version with latest altbeacon lib? (2.14 -> 2.15.1)

Has some fixes related to Android crashes that look beneficial.

I am going to prepare a PR for this. However, I am confused about what to patch against. v3.x seems like the right branch, but it says the version is 3.6.1 and there is a tag for 3.7.0. Help @petermetz ?
