We designed ours with staking and slashing in mind. Currently exploring the ability to stake various amounts so that Tx distribution is based off on how much is staked/risked.
I would also like to rename this issue to "Meta-tx propagation", sybil isn't the right descriptor. It is not about spam attack but rather about how to select which service...
