Add a default ResourceRetriever to Aikido

We generally want a CompositeResourceRetriever of a LocalResourceRetriever and a CatkinResourceRetriever. This is quite verbose to setup, so it would nice to wrap this in a helper function in aikido::util.

@Shushman got burned by this in #24.

So #24 was merged a few weeks after this issue - I don't recall if it was addressed already. @mkoval any idea?
