Time Series chart: tooltip is out of screen

What did you do?

1. Have a time-series panel at the top of my dashboard, that returns a series containing lots of labels.
2. Hover on the series.

What did you expect to see?

The tooltip should be fully visible.

What did you see instead? Under which circumstances?

The tooltip is partially out of screen.

Oh wow 😬, surprised the max-height didn't get kick in so you'd have to pin & scroll to see the remaining labels.

Going to try and fix this one (and might give #1497 a shot while I'm in the tooltip code)

Need to come up with a query that returns that many labels 🤔 🤔
