python3 support

It would be great if python 3 is supported. I made some changes as a first attempt

Is there any work ongoing to approach this? Debian will remove Python2 in the next release which means we would loose Pyevolve in Debian and its derivatives.

I started porting pyevolve to python3, however it seemed that a major overhaul would be necessary and interest seem to be limited. On the other side i found scipy and especially link to be well suited for my needs.
