Desktop Deploy Notifications

Based on the Working Drafts for Desktop Notifications (https://dvcs.w3.org/hg/notifications/raw-file/tip/Overview.html http://www.w3.org/TR/2012/WD-notifications-20120614/)

This patch adds a deploy status notification (Definitely works with Chrome 24, and if-else chains can be added to support other versions of the standard)

A single notification gets updated as the status of the deploy progresses. Separate deploys will receive separate notifications.
