Is there a plug-in that allows one to use spatial shape files instead of rectified historical maps?

Hi moni1865,

No, unfortunately. If, however, your Neatline exhibit doesn't need to reference real world GIS, you can use a high resolution image, an historic map, for example, as the background for your Neatline exhibit. You'd add that URL on the Exhibit Settings dialogue screen.
