Resources not locked for editing across user accounts

If a user logs in and opens a resource for editing, and then another user with a different login opens the same resource for editing, it is not issued as read-only to the second user.

Even if the first user opens the resource twice, so that one instance is read-only, the second user can still open that resource for editing.
