Adding new highlights should be disabled when text resource set to show only target highlight

Users can inadvertently create a "highlight within a highlight" be adding a new highlight on a text that has a hidden highlight; if trying to add highlights when only the target one is shown, user should be prompted to toggle all highlights on first.
