When resource added to grid, scroll updates to wrong position

From Martin: "opening up a new frame on the top row knocks a frame onto a third row. Then the whole display shifts "up" to better show that frame on the third row. But the user just wants to look at the new frame now on the first row, so every time, they have to rescroll back up"

The issue appears to occur only when the outer view grid container has expanded to above a certain height, and only when the added resource forces the addition of a new row; there is a scroll to make the added element visible, then a noticeably separate extra scroll.
