RFE: tool to diagnose issues on command line

Earlier mentioned in pmrep(1) TODO file as an idea:

Provide pmdiag (or pmdoctor) to inspect archives, report anomalies, information, offer suggestions, send reports, build on top of pmie/pmrep/pmlogsummary, allow using for automation. Should not duplicate the functionality of the earlier tools but provide an easy-to-use, one-stop utility leveraging PCP data and tools.

Just to build off this a bit, pmdiff(1) might be another tool to take inspiration from as well.
