systemd: defer to system-preset for pmcd/pmie/pmlogger autostart

Change pcp-zeroconf on RHEL 10 and later to match Fedora, where state from /usr/lib/systemd/system-preset/90-default.preset is used to determine service enabled state centrally for sysadmins rather than hard-coding this in the PCP spec file.

Resolves Red Hat issue RHEL-22723
