Date fied: How to set first day of week and configure common times?

Hi to all,

I cannot find how to configure date field. I want to set common times and first day of week.

I set locales and time zone in my administration profile but it looks like date widget doesn't reflect it. Also checked documentation and cms setting for common times but without success. Can you point me the right place?
