signal strength differs up to 25% between tuners

I recently noticed strong signal differences between the Tuners 1 to 4 in Digibit R1 I use Kathrein 90cm dish, 2Alps Quattro LNBs, Chess 9/8 sat swith, Kathrein quality cable.

Took 5 Channels and looked at the signal strength of each channel. Tuner 3 was best with 80 to 88 %. Tuner 4 only 65 to 70 percent. Then I changed the cables from my Chess 9/8 switch. No change in signal strength. Tested with 2 Single Sat Receiver : both on all channels more than 80%.

Yesterday I bought a second Digibit R1 : Same behavior but on different Tuners. This Time Tuner 1 only 58 to 65 %. Tuner 2: 76 to 84 % Tuner 3 about 75 and tuner 4 up to 89 % signal strength. Made a telefon call to Telestar, but sadly they never heard about satip-axe..

Have no idea atm why signal strength differs so much. A Tuner with 58 % is near by nothing to see I guess.

The question i have now:
Do the signal strength values show wrong data or have the digibits tuner such a big spread in quality within one device ??

edit: started same device without satip-axe tvheadend now shows on every tuner 106% signal strength

well - I´m completely confused now.. do not understand the data

The signal value is read from the driver which is extracted from the official firmware. It may be possible that the linear mapping of this value to the satip range is not correct in minisatip (I tried to find a coefficient which matches to my enigma2 receiver). Anyway, this is not a big issue.

If the official firmware shows 106% in tvh, then the value is out of the range (0..240). It appears that value 255 is passed through the satip protocol.
