Add link to Django issue requesting sendmail backend?

Hi. I had a look in the Django issue tracker to see if the wish for a /usr/sbin/sendmail backend was already registered there. I found it in https://code.djangoproject.com/ticket/8961 from 10 years ago, when it was rejected as "won't fix". Please link to it in your README file, to make it easier to find for those that wonder why Django do not support this by default.
