K8SPXC-1195 add bucket and container options as required

CHANGE DESCRIPTION

Problem: *If bucket or container options are not set for s3/azure storage. The operator will perform a backup on PVC and set the incorrect destination for s3/azure backups.

Solution: *Mark these to options as required. The user can't apply cr if s3/azure storage is configured, but bucket or container options are not set.
