Fill in TODOs in protocol spec action reference and audit remaining items

In #3990 I added a new section to the protocol spec with a reference chart of Penumbra transaction actions. I filled most of the value balance entries by memory, and left others as TODOs

Describe the solution you'd like

  • [ ] Fill in the TODO entries with those actions' contributions to the value balance
  • [ ] Double-check the entries I added by memory.
