Bundle All The Things

For offline install, we need to do a few things:

• Bundle the Docker containers
• Grab copies of the Docker installer
• Grab copies of the Node zips
• Cache copies of Core's NPM requirements
• Maybe a copy of Core's repo, too?

The installer should give appropriate options for whether to install each part.

With all the different platform installers, it'll be quite large, but we don't need to target CD-size, it can go on USB sticks.
