[requester] Allow saving and canceling without form validation

Currently, you can't save the form in an intermediate state or cancel your form without being pestered to fill in the required fields. Users should be able to save in an incomplete state, only on actual submission should the have to have valid fields.

Make sure that both funders and requesters have an intermediate saving option.
