Feature: Out-site link notification

We should show confirmation when leaving the site. The confirm button should be large block (vuetify props) and the model should have at less text as it could given that if it's too much, even though the user has already know the content they will get annoyed. If possible, include a [Always Redirect (not recommended)] but whether this should be included or not is open to discussion.

When the destination page from the out-site link does not support dark mode, we should launch a kindness notification to the user so that their eyes won't get hurt when they are just trying to know more about us (e.g. browsing the accounting book, take a look at our API docs, etc,.)

This should be conditioned strictly to whether the link support dark mode or not. E.g. some of the toolbox sites DO support dark mode (huge shoutout to those developers!!). If that's the case then we don't need a notif anymore.

1. For penguin statistics related site, like accounting book, API docs, we can add verified icon and no need to show out-site link notification
2. For Team members and link exchange, we may need to show out-site link notification.
