Needs quarterly countdowns

This bot is amazing and we are currently testing it for the Sacramento NaNoWriMo Discord channel.

The only thing this bot lacks that we had with our prior solution are countdown notifications. Being able to use _time is helpful, but it'd be nice to have automated notifications at each 1/4 mark of the time set.

Hi there,

I've had a similar request for a notification 30 seconds before the end. Any special reason to have more updates during the sprint? It would be possible to have a more "chatty" bot, I'm just not sure how helpful sprinters would find it, or what kind of default settings to would be useful to offer other than 1/4 marks. (I'd be interested to hear from anyone else with an opinion too)

Note you can start a sprint at an exact time, for example _sprint at :30 to start a sprint at half past the hour, which makes it easy for sprinters to keep track of how long is left just by looking at a clock.
